This week plans to gradually remove restrictions imposed by the coronavirus pandemic have been revealed in the Greek media. It is worth mentioning at the beginning that this is not a rigid scenario. Many decisions are to be made by the government over the coming days based on feedback from infectious disease specialists.
As with other countries, automatic transition to normality should not be expected. In accordance with the EC and WHO recommendations, the return to functioning will be gradual and long-term. As the spokesperson of the government says, the plan will be implemented in subsequent steps divided into two-week stages. Each of them is to be introduced carefully, and the next steps will depend on the results of the previous step. The results of this strategy will be thoroughly analyzed and adapted daily to the current situation and based on current epidemiological data. Too fast loosening may give the public a misleading signal and lead to dangerous behavior in the context of epidemics.
The first date, which will bring partial changes, is May 4th. Initially, the Greek government planned to start defrosting a week later, but due to the tiredness of citizens with long-term restrictions and the needs of the economy, it was decided to postpone this date to a slightly earlier date. Small and medium-sized companies are to be opened first, including shops as well as hairdressers and beauty salons. These are places where there are no large clusters of people and it is relatively easy to implement compliance with strict hygiene rules and social distance. An additional advantage in favor of opening small businesses is their number. In Greece, 300,000 small and medium-sized enterprises are the backbone of the economy and the second largest "employer". Large stores, beaches and parks will unfortunately have to wait longer for the opening.
It is likely that the movement ban for citizens will also be partially lifted. In the first stage, travel will be allowed within the prefecture where people live and work. However, it is likely that travel restrictions will be maintained for people over 65 because of the greatest risk posed by coronavirus infection.
The implementation of subsequent stages of mitigation of previously introduced restrictions is planned initially every two weeks. This is the time necessary to analyze the effects of removing restrictions, in particular monitoring the number of new cases. It is easy to calculate that the launch of the next stages can be expected on May 18, early June, etc.
In the next steps of lifting the restrictions, it is planned to open taverns, cafes and restaurants, but only those that have external space at their disposal. The condition for the functioning of these places is to be, as before, compliance with the required distances and a restriction on the number of customers is being considered. The schedule in this case has not yet been refined, perhaps it will be at the end of May or only in June.
As for the opening of schools, a specific scenario has not yet been worked out, various options are currently being considered. At present, the return of high school students due to upcoming exams is being considered first. The current epidemic situation is to decide about the return of younger students to school desks. In the near future you can expect a more realistic scenario, at least the Ministry of Education announces.
The opening of courts and state administration, including tax authorities, is expected in mid-May. The opening of museums, places of culture or sports facilities is planned for the beginning of summer.
Understandably the opening of hotels and guesthouses is the most interesting topic for tourists. Unfortunately, the activity of this type of entrepreneurs is also one of the more problematic and complex stages of defrosting the economy. The operation of hotels and guesthouses has strong connections with transport, in particular air transport. In this context, the date up to July 15 has appeared and this is one of the last steps for Greece leaving the lock down.
In the first phase, you can expect the restoration of domestic tourism in conjunction with the rules to be introduced in the operation of hotels and the organization of beach recreation. Similarly, special security measures are expected for public transport.
Restoring international tourism is the most difficult part that will require coordination at European level. Consultations are taking place in the EU and various solutions are currently being discussed, the idea of creating a 'health passport' is being promoted for every European citizen who wants to travel within the community. Green light would give a reliable test to detect coronavirus and / or antibodies. Actions taken must also be coordinated with the schedule for opening borders and restoring air connections. The epidemic situation in countries from which tourists come to Greece for holidays will also be significant. Such announcements also appeared in interviews given by the Greek Minister of Health. At the moment, it seems that the condition for restoring international tourism will be the mass execution of rapid tests both before departure and probably in Greece. The prerequisite for adopting this solution is, of course, the immediate creation of reliable, quick tests and delivery in appropriate quantities.
Despite the fact that tourism is a priority topic for Greece, the safety of travelers and, above all, their own citizens will definitely be the basic determinant of further actions. The quick decisions of the Greek government allowed to avoid the Italian scenario, but the relatively small number of cases does not mean that Greece will go on an element in the pursuit of tourists. Despite the difficult situation, especially in the tourism industry, various articles are rather cautious with which the next steps will be taken.

W przypadku turystyki jest najwięcej niewiadomych. Tak jak pisaliśmy, to wstępny plan. Jak będzie w rzeczywistości? Trzeba niestety czekać :(

Nie żyjemy już w czasach, gdzie każdy miał przy domu kawał poletka i świnkę w chlewiku na własne potrzeby - jesteśmy mega uzależnioną od międzynarodowej gospodarki cywilizacją. Wszyscy, cały świat.
Teraz na siłę cofanie się w rozwoju albo całkowite uniezależnianie się od innych potrwa tak długo, że przynieść może tylko ogólnoświatową zapaść oraz największy kryzys w historii.
